Non-innertial belts are the type that don't roll up into a winding mechanisim 
when
not in use, they just drop to the side.  You have to adjust the size of them 
kinda
like you would to adjust the straps to a backpack to fit you when you get into 
the
car. Seems that there are a couple different types, but that's the general idea.
