Aren't they meant to stop dirt and water from entering the engine bay via
the small gap between the rear wheel arch and the firewall?  If so, I can
tell a difference in where the mud line stops on the firewall.

I assume that by "dash" you mean "firewall"...
On my '72, those rubber flaps look like they
have never been removed, and they are clipped to
the front side of the wheelarch.  It seems
wrong, though, because that way they do not
seal very well, and they do not prevent the wheelarch
from rubbing against the firewall.
