I assume that by "dash" you mean "firewall"...
On my '72, those rubber flaps look like they
have never been removed, and they are clipped to
the front side of the wheelarch.  It seems
wrong, though, because that way they do not
seal very well, and they do not prevent the wheelarch
from rubbing against the firewall.
