You normally de-arch or re-arch a leaf spring in its entirety. You can
have a single leaf changed, but you end up fighting the rest of the
spring pack as a result.
Having the swing spring pinched hard between the bushing and the upper
pad can result in the car sitting cocked as the spring cannot pivot
freely. It would not be a permanent set, but the spring would not
easily center itself. The harder the pinch, the more severe the
binding.
Raising the swing portion of the spring, while leaving the lower leaf
in place, will result in some lowering, but it will not be same as the
thickness of the spacer. For the lower leaf does take some of the load,
and that would be unchanged. Only if you place a spacer below the
entire spring pack would the change be identical to the spacer
thickness.
