I don't know of any runout specifications, but if it's binding, that's 
excessive.

You say it's got a wobble in one section only.  To me that means either the 
rotor is warped, or it was installed incorrectly onto the hub.  If it were my 
car, I'd remove the hub and then remove the rotor from the hub.  I'd inspect 
and clean the mating surface on the chance that grit or such was present and 
caused the rotor to be warped when the four bolts were tightened down.

If the warpage is in the rotor itself, and not induced by improper mounting, 
I'd first try straightening the rotor with a hammer (I've been successful a few 
times).  Then I'd simply replace it.  I would not bother turning it.
