Hi James,
Sounds like Gravitex, a kind of rubberised underseal. Alright when used
properly but also used by cowboys to hide poor welded repairs to the underside.

Sounds like any dodgy floor repairs should be well visible without trim and
carpets, so the Gravitex shouldn't be a worry. If you decide to go for it, make
sure you know what further bits you'll need to buy and how much they cost
before agreeing a price. Don't overlook even minor items like screws and trim
clips - it's amazing how quickly the cost of trivial items mounts up,
