Brake drag

Hi all,

I've a small problem which seems to be getting slightly worse recently. My 
brakes are dragging slightly. I've not checked the rears yet but both front 
wheels are picking up slight drag (I can spin the wheels by hand but it stops 
as soon as I stop spinning it.) The m/c is slightly down on fluid but only 1/4" 
(may have been like this since last bleed) and the handbrake doesn't begin to 
operate untill it's a few clicks up the rachet. There's resistance at the pedal 
as soon as I press it, but the linkage to the master cylinder seems slack (ie 
it appears that the pedal isn't contantly pressing the m/c). Any ideas? 
I'm going to have a look at the rears when I next get chance, but at the moment 
I'm stumped.
