Thanks to all for your replies.  I'm nearly certain that there is no ground
strap from the steering rack to ground.  I'll bet that's the problem.  I know
that there's one in the little steering knuckle, and the horns are grounded to
the rack, but the rack isn't grounded.  My only question would be then why
would the horns blast when I bypass the relay?  They're grounded to the
steering rack and if the rack isn't earthed, then...?

  Here is another symptom:  If the horn works when the key is NOT in
  the ignition, but it has problems when you are actually driving, the
  cause is almost certainly that little grounding strap on the
  flex joint.  When you have the key out of the ignition,
  the bolt of the steering lock will ground the steering
  shaft and allow the horn to work.

  I had this problem a few years ago, and it was driving me nuts
  trying to figure out why!
