I find I can turn the engine (even with all plugs fitted) by pulling on the
fan with one hand and tugging on the fan belt with the other.
You'll not just need to get the crank to TDC (Top Dead Centre) with the
marking, as that could be TDC firing or TDC exhaust for cylinder 1 (the
front-most cylinder). The only way to be sure is taking the rocker cover
off - you want TDC firing, which is when both valves on cylinder 1 are
closed. Then check that the rotor is pointing to the connector which has
the no.1 HT lead. Check the direction of rotation of the dizzy (I think it
is clockwise, but might be wrong) when the engine is moved forwards
(clockwise as viewed from the front), and check that the rotor moves from 1
to 3 to 4 to 2. Then set your timing statically - not certain what it
should be for a Mk1, but 10deg before TDC should be close enough to get you
running.
If you still have no luck then the problem may be back at the carbs.
