I used to have the Pacesetter 4-into-1 headers and Monza exhaust. But now
I am back to the stock system. The Monza was way too loud, and the headers were
also noisy. They have a bit more high-end, but less torque in the normal street
RPM range.
I have heard that 1 4-2-1 header would be better than a 4-1 header, though.
BTW, milling the head to raise the compression would not be that
expensive. You would have to pay maybe $60 for the milling job and
$15 for a new head gasket. Of course, it is a non-trivial job
removing and replacing the head.
Also, porting and polishing the head is inexpensive to do, but very tedious
and time-consuming.
