It attaches to a sheet metal bracket that is part of the metal dash structure.

You might try this: Glue a piece of dense, hard foam to the
metal piece, carve and sand it to shape, and glue vinyl sheeting
to it.

The low-expansion foam-in-a-can is the perfect type of foam
for this application.  I bet it is basically the same stuff
they made the crash pads with in the first place.
