Most older cars (pretty much anything before the advent of EFI) will slow
their idle when switching the lights on - the lights are a significant
electrical drain, so the alternator has to work harder, putting a greater
load on the engine. My 'spare' car (993cc Uno) audibly drops its revs even
if you just put the rear window demister on.
At idle, when the alternator is not spinning fast enough to charge
effectively, turning the lights on will also slightly drop the voltage at
the battery, which is why your indicators will blink more slowly. As for
the indicators being slower when its cold (the weather? or the engine?),
not sure why this would be!
