Make sure to check the grounding strap in the steering flex joint. If this fails, you can waste hours searching for the problem. A tip: If the horn works when the ignition is locked and the key is removed, but not when driving, this strap is probably at fault. The bolt of the steering lock can provide a ground when it is engaged.
