Things to check:
1. Steering shaft ground strap to the steering rack. Is it connected?
2. Prise off your horn push and check the brush (small, cylindrical piece with
contacts at both ends about the width of a ball point ben barrel). Is the
brush broken internally or does it provide continuity from one end to the
other?
3. Horn relay. Everything connected and working properly?
