Aluminum is stronger and easier to form than copper so the tubes in an aluminum radiator can be made thinner than copper and hence heat transfer across the tube is better in the thinner Al tube. It also makes the radiator much lighter. Water cooled copper has an incredibly high melting point, I forget what it is exactly but it very high.
