Off again Nolan...the run-on valve switches the
'atmosphere' port at the bottom of the canister
to the intake vacuum when you turn off the key.
The sudden application of vacuum to the canister
also applies the vac. to the float bowls stopping
the gas from flowing into the carbs.
You effectively end up with the same vac on both sides
of the float bowl so no gas flows (vac through carb throat
= vac in float chamber.
