The brake warning lights were added in late '67 at the earliest when the
tandem brake system was introduced.  Early '67 Spitfires (like mine) were
still single line braking.  This mystery light is undoubtedly something that a
PO added, as to my knowledge there were no hazard lights on '67 Mk3's at all.

  Unfortunately, it isn't the Brake warning light. That's the red light over
  the steering column. This is a white light on the dash over the steering
  column. It appears to be some sort of courtesy light.
