In a nutshell, no you cannot tell piston condition without removing the piston. I've pulled pistons from engines that had seized where the bore looked fine, but the piston was well smeared. Both at the skirts, and over various rings. You could gamble that everything is ok, but it is a gamble. I've taken that gamble myself on engines.
