Indeed. Once I had to replace the ground wire that is hidden between
the parts of the steering flex coupling. One symptom
was this: The horn would work when the car was parked, but not
when I was driving. The reason was that the steering column lock
bolt grounded the steering shaft when the ignition was locked,
but not when you turn the ignition on.
