Hi Craig,
        The sprung-plunger "pencil" assembly should have an octagonal
contact piece at each end connected by a piece of copper braid which runs
through the spring. The bottom end contact rubs on an electrically live
(horn path return) brass disc which connects to the hornpush button's live
terminal. When the button is pressed, this live contact is grounded,
completing the circuit from the horn. While your contact "pencil" assembly
is obviously incomplete (new ones should be available from the usual
suspects), another thing to be aware of is bad grounding of the steering
column. There should be an electrical link across the steering column
coupling, with another ground wire fixed from the steering rack casing to
the chassis. The absence of either of these can cause non-operation of the
horn, or more frustratingly intermittent operation of the horn, due to an
inadequate ground return path.
