New York is the same only you can buy totaled cars and rebuild them. A clean
title will not be issued for the car until the car is inspected by the
state. I can't believe that MD doesn't have laws that are similar. From what
Nolan says the junk yard could have stolen parts and no one would know. By
the way it's been a long time since I did this in new York 15yrs ago but I
was a registered dealer and bought a lot of cars at auction from insurance
companies both sealed and open bids and nothing is sold without a title.
This is the same place junk yards buy there stuff  from. I live in FL and
yes when a car is salvage here you can't buy the whole car. You can buy
anything short of anything with the vin number on it.
