Thermodynamics and Heat Transfer were not my favorite
courses in school, but if I remember correctly the
emissivity value for a flat black surface was the best
for shedding heat by convection and radiation.
So while copper fins might look cool, they won't cool
as well as black (as long as the paint doesn't act as
an insulator.)

Eastwood has some of the best paints and such around.
The biggest
thing about radiator paint is
thermal efficiency. You don't want a paint that acts
like insulation,
and a lot of them do. Eastwoods
is probably a very good conductor of heat.
Next question though. why are you painting it? It
will transfer heat
nicely without being painted.
