Actually, I think I figured it out. Since I am doing a total restoration on
the car, I removed everything. Apparently I replaced the wiper post boxes
(the ones under the dash that connect to the cable) 180 degrees from what
they should be. I already checked their starting position.

No, I had the same problem with my Morgan. The problem is that you
thought
the wipers were parked (when in fact they weren't). Then you installed the
wiper arms. At least that's what the problem was on my Morgan.
I spent hours trying to turn the xmissions over to no avail. Then it dawned
on me what the problem was.
