Yes, the carbon canister bottom needs to be vented to air. The slight vacuum 
from the carb connection sucks up the stuff from the canister and the bottom 
connection provides makeup air to prevent a vacuum from forming in the 
canister.
Sounds like your running a bit rich if the engine speeds up when the manifold 
vacuum connection is open to air.
