I am talking about those things that look like pruning shears and have
blades that are only about 2 inches long.  I don't recall having any
particular problems cutting it.

If the shears are not incredible sharp, the fabric will bunch up in the
blades, though.

You might try a pair of clothes maker shears for the fabric part
(forcing the point between the foil backing and the fabric), and then
cut the foil with your shears.
