I did this (on one side only -- long story.) So I can offer a valid
comparison.
The new felt seal compressed in a few hundred miles, necessitating a
readjustment of the hub nut to bring hub float back into specs. The 'used'
side was fine.
Neither of the hubs are leaking lubricant, so the sealing action of the
used felt seal was OK.
I don't know whether the seals had been replaced previously by the PO, but
the car had 46K miles on it when I rebuilt the front end.
BTW after the one re-adjustment, the 'new' felt-sealed hub has not required
any more adjustment, and it has been 18 months and 4,000 miles now.
