Huw,
I ran into the same problem. The following worked (from a tip via the list):
take a crescent wrench and close it down around the handbrake lever just
below the handle. You don't want it tight, just skimming the surface of the
lever, but well under the edges of the handle. Then you can rock the wrench
a bit with a LOT of upwards pressure, pulling up from the wrench handle as
well as the gripping end. Once I got the handle to move a little bit, it
came off rather quickly.
