Keith,
The sensors can fail both open and short. If they short, you get your
symptoms. If they open, you get zero. Another possibility is a short to
ground in the sensor lead, which will also give you a high reading -- usually
more than full scale. To the top end peg, as you are getting. Pull the lead
from your sender and see what happens. If the symptoms are cured, it was the
sensor -- if not, there is a short to ground in the wiring to the sensor.
