Yup, that just points out three things:

1) without the proper gearing (including tire size), it doesn't matter how
much power you have, you ain't going to go fast!

2) without enough power, it doesn't matter what gearing you have, you ain't
going to go fast

3) for ANY given car, top speed is limited by the engine's redline or power,
which ever runs out first.
