When you say "crop" I hear: reduce the viewing area of the video, or reduce=
the image size (in pixels).
If you want to reduce the length of the video, I would call that "Trim" or =
at least that's what it's called in Quicktime Player on my Mac. The free Qu=
icktime cannot crop, but it can trim. I'm sure you can find it for Winderz.

I use the built-in editor in Windows to clip my dashcam videos. It
does work with MP4. It shows a "timeline" of the movie file or clip,
and you can select points to trim the start and end points.
Windows Live Movie Maker - you may need to install it as an "app".
