I second John's thought of looking for a replacement.  If you are in a 
big city, there may be a company that does just bumper covers at a very 
reasonable cost.  This is where the yellow pages are good.  Look under 
the auto section for dismantles, recyclers, or something to do with 
bumpers.  You could also ask a local body shop.

When my wife's 2008 VW Jetta got rear ended, I questioned the 
refurbished replacement bumper cover cost, but the shop said they did it 
because it was cheaper than refurbishing the damaged one.  It has a 
lifetime warranty with my insurance company (USAA), and the person that 
rear ended my wife at the stop sign was also USAA, so very easy and no 
expense to us, so I didn't push back.
