I assumed the door to the utility room was in the house. If not I would add
a louver vent from the house into the utility room. Only real question is
how do you calculate the required size of the vent?

Do you really want to drag cold air all through the house? Sounds like
there needs to be an air inlet in the utility room to supply the needs
of the dryer so that it doesn't fight the efforts of the water heater.
