Go into the registry editor and change the key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
System\NoDispScrSavPage
to be 0.
That will restore the the screensaver page in the display properties.

First place I looked. I don't have that tab. Must be something our IT people
remove for some reason. Our computers lock automatically after a short period
of time. Disabling the screensaver must be part of that deal.
