Better is to use both tanks at the same time.  Propane is used as a
vapor in heaters and the like, but is a liquid in the tank.  The vapor
pressure and rate of vaporization both go down with temperature, and
the temperature goes down as propane is vaporized.  When it's cold,
you can't get teh propane to vaporize fast enough to use all of the
gas in a 20 lb tank.
