First off, I've noticed that all this information is depending on where
you are located.
In my area, the electrical company will work with you. I can cut the tag
off the meter and pull it for as long as I want. The only thing, I need
to call the electrical company the next business day to tell them and they
will come to put a new tag on.
However, I tried this at my ex-GF house in New Platz, NY and the
electrical company had a hissy fit. They wanted copies of my permits, the
local inspectors name and their report and a ton of other BS that made the
job not worth it.
As far as I know, the homeowner can do ANY work on any part of the
electrical system up to the pan. I've replace service leads on my houses
without a problem. In fact, in the new house, I replace the line from the
end of the pole, the pan, and added 2 new service leads. (Of course I was
adding 400 amp service to the house.) The only issue the inspector had
was that he was pissed the electrical company wouldn't turn on the new
circuit before he got there. He didn't want to have to make 2 trips. (So
he just passed me!) 8>)
You can also have a friend do the work, but if you pay someone, they need
to be licensed. I help a few girls from the NJ Young Professionals list
with home wiring, but i can't charge them.
