It depends on what was used to glue it. I removed vinyl from wood with
water (after trying many petroleum-based solvents). But as concrete
transfers moisture you probably have a non-water based glue. Also, if
it's vinyl (many people misuse linoleum when they mean vinyl) have it
and any glue tested for asbestos.
