My father's garage (31x31, 9' ceiling) has 9 4' fluorescent light
fixtures arranged in a 3x3 grid. There are also 2 smaller "Walmart-quality"
fixtures used for task-specific lighting. So when everything is turned on,
there are 11 4' fixtures and 22 individual bulbs burning. For most things,
this is adequate but when doing detailed work, a dropcord is still necessary.
I think shadows would become more of an issue if it were reduced to 2 rows
of lights. With 3 rows, there's pretty good ambient light unless you're
working up close on something.
I'd prefer to err on the side of "overkill" than to chance not having enough
light.
