Actually its so ADM can get rich. The non-conglomerate corn growers
don't get much out of it. ADM makes most of the ethanol for gas, and
they have a lot of lobbyists. Additionally, the Republicans are
heavily courting the farm states for votes in the next election.
Which is why they just rammed through the largest farm welfare bill
in the history of the world... most of which goes to conglomerates
like ADM (who, after all, pay the politicians bills) and little
goes to the actual family farmer that's supposed to be the
beneficiary.

These agreements are just another avenue for companies to "game the system"
in the Enron parlance.
