In a nutshell, the compressed air stores a lot of energy that can be
released very quickly if the tank fails. Water does not compress, so
there's almost no stored energy. This is why testing is normally done with
water, not air (or steam).
While I don't want to minimize the danger, IMO one should keep a sense of
proportion when assessing risks like this. We're all suffering from a fatal
disease known as life, there's no way out alive ...
