I had a similar problem... and yes is the answer. The corrosion has worked
it's way under the insulation and several inches of the cable were corroded
to a beautiful shade of blue gray from the outside wraps to the core. But,
it was not visible from the outside...
The insulation was intact and a nice piece of shrink-wrap tubing covered
the bare wire at the connector. Another place to look is at the ground
connection to the frame and block. These connections can corrode under the
connector or paint and never be noticed. If you clean your engine
compartment with any frequency, you'll remove the surface corrosion but
leave what is growing unchecked under the connector.
Look at all your ground connections and the condition of cables under the
insulation... it might also help to install a ground cable from the frame
to one of the bolts that hold the starter in place..
