My American Heritage dictionary defines pavement as a "hard smooth
surface ... that will bear travel". I've always used it to refer to
either concrete or asphalt, but IMO it would apply equally well to stone
(flat, not gravel) or concrete pavers.
What do you call a road that is finished with concrete (like most US
interstate highways) ?
(FWIW, I took your post to be about paving with concrete, probably
because my driveway and garage are both concrete.)
