shared neutrals and gfi: the easiest and cheapest way to have both a shared
neutral and gfi protection is to run your 12-3 wire from the panel to a
outlet box ( preferably  toward the center or your receptical area), then set
up a 2 gang box and install 2 gfi outlets side by side, one on each of the
two circuits, these both using the common neutral,  you can then run off
 each of these two gfi outlets individually with 12-2,  to your other
outlets, having them gfi protected by the first in the chain, their neutral
comming off the gfi receptical,(not directly connected to the  common neutral
from the panel).  
Circuit breakers as switches:  circuit breakers have a few different ratings
as to use, including HARC, CTL, & SWD  
SWD means the circuit breaker is rated to be used as a switch, and is
commonly used to control restaurant lighting as well as  appliances.  Many
common breakers carry this rating,
just look for the letters printed on the breaker.  This may not be legal in
government specs but the breaker manufacturer and most code bodies accept
this rating (is this a home shop or are we designing a nuclear power plant)
