The shaft is pressed through a stamped steel bracket that is
bolted to the frame in four locations, two on top of the frame rail and
two low on the side.  The outside end of the shaft protrudes through the
frame rail and has a split washer and nut.  I don't know if the shaft is
welded to the bracket or not, but it won't come apart easily.  If you
remove the shaft, you'll have to take the bracket off with it, but there
isn't any cutting involved, just the five bolts.

The pedal arms have bronze bushings on them, so if there is any wear, it
should be the bushings.  It's a lot easier to just press out and replace
the bushings than it is to machine the shaft and then replace the bushings
with undersize ones.  You might want to double check the shaft before you
remove it.  I believe you when you say that it's worn, it's possible, just
not very likely.  

For those of us who don't have this problem yet, remember this as one of
those many points GM recommended taking the grease gun to every 1,000
miles.
