  Jay,

  I'd take it down to metal, spray with etching primer, then use either an 
epoxy primer, or mix paint in regular primer to seal it.  I've been told 
epoxy primer will last forever...but no experience letting it sit for long 
out in the weather.

  I have primered several cars and trucks with paint (black primer, with 
gloss paint mixed..about 75/25) and have never had any bleed through problems 
with them sitting outside.  I don't have snow to deal with though.
