[oletrucks] Blue Dot Tailights

I had a professor once who said the only dumb question is the one you don't
ask.  So here goes:

I know blue dot tail lights have a small blue lens in the center of the red
lens, I've seen some pictures somewhere.  Now, what is the significance or
purpose of these blue dots and why are they illegal or frowned upon?
