My experience agrees with Terry's; no title required to get insurance, just
VIN. I have never been asked for inspection verification in order to obtain
a title change, but if your state requires that sequence then go for for the
inspection next (& if you get pulled over on the way to the inspection
station, hope that a truthful explanation of you situation will appease the
cop) & then go straight to the Tax Assessors office & get the states
blessing. DON'T drive your truck to the Tax Assessors office, though;
they're slimy in my town & will ask if you drove the vehicle to their office
(& if you are reinstating an already expired registration, they will fine
you for driving the vehicle out of registration!).
