You need to have a "big-ish" list for bulk to work, some folks say over
200 for it to be cost-effective.
You can pull a "first class permit" for a filing fee, I think its $75 a
year at your local post office. They give you a permit number which you
display on your mailer. THen each time you mail, you go to the window,
you say " 213 pieces" or some such, the guy weighs one and then charges
you x times the required postage, and you hand them the cash.
The only problem is that you have to send from the same post office every
time you mail. That may or may not be a problem for some clubs.
