Will,

The previous owner of my '67 4/4 solved the front license plate mounting
problem.  He  mounted a steel strap on either side of the front bumper at the
back.  They are bolted on using the inner carriage bolts that connect to the
bumper bracket.  He then hung the plate from these straps.  Looks fine,
straps mostly hidden.
