Bob,
No, it doesn't _need_ to be detached. Original tops had a flap there
that was glued to the bow. Many did not glue the flap of replacement tops
because you can fold the top a bit tighter if the bar can be separated
from the flap. The velcro seems a good idea to me, as you can fold
either way, depending on your needs for space.
