Is the pedal going to the floor or developing some pressure? If going to the floor there may be so much air in the system that the pedal itself is proving very long-winded, in which case use something like a Gunsons EeziBleed. Or the seals are perished and so developing no pressure, which will be the case if the Gunsons gets fluid out of the nipples but the pedal doesn't.
